In 2000-2007 the journal was published twice a year, since 2007 till present – six times a year. The edition was registered in the Department of the Russian Federal Surveillance Service for Compliance with the Law in Mass Communications and Cultural Heritage Protection in Volga Federal District (certificate PI № FS 3204 from February 07, 2007). Later it was reregistered in the Federal Service for Supervision of Communications, Information Technology and Mass Media due to: the expansion of distribution area and change of the founder’s name (certificate PI № FS77-45329 from June 09, 2011); change of the founder’s name and of the language (certificate PI № FS77–62013 from June 05, 2015); change of the founder (registration number PI № FS77–72290 from February 01, 2018).

At first the editorial board consisted of several employees of the founder organization. Now the editorial council and the editorial board include 36 doctors of science and 5 candidates of science from 19 leading scientific and educational institutions of Russia. The international staff of the editorial council is represented by 9 scientists from Finland, China, Poland, Latvia, Hungary and Byelorussia. The editorial council  includes members of Russian Academy of Science ( 7 academicians, 9 corresponding members, 3 foreign members of RAS), members of the National Academy of Sciences of Belarus, the Chinese Academy of Sciences, the  Chinese Academy of Engineering.
